PREFACE FROM PRESIDENT OF THE ENGINEERING INSTITUTION OF CAMBODIA

The Engineering institution of Cambodia is a voluntary organization of National Engineering Intellectuals. Our main objectives are to bring together National Engineering intellectuals, upgrade their qualification to catch up with the development of science and technology and expand the domain of works through the relations and cooperations of all levels: natinal, regional and international.

Due to the extensive supports of national engineer and national, international institutions as well as the support of His Majesty the King and the Queen, Samdech Prim Minister, International Labors Organization (ILO) and UNESCO we obtained satisfactory achievements.

The integration of the Kindom of Cambodia into ASEAN community obliged the Engineering institution of Cambodia to fullfill all the requirements for the admission as official members of ASEAN federation of Engineering Organization in its 18 conference on 24 November, 2000 in Hanoi. Our First General Assembly held from the 9 to 10 February, 2001 in the institute of Technology of Cambodia, Four main tasks and five years plan-activities were adopted and fully supported by our members and all level of local authorities.

In the CAFEO-19 held in Brunei, on 23 October, 2001, EIC was granted the honor to Chair this organiztion and to be the charge for the organizing CAFEO-20 in Phnom Penh from 2 to 4 September, 2002.

Being aware the position as Chairman of the 20 mandate year 2002 of ASEAN Federation of Engineering Organization, we made a great effort to achieve several development goals of this regional organization.

Mutual recognition, the amendment of AFEO's constitution and the liberalization in makeing relationships provided to enjoy participating directly and indirectly with the Royal Government improvement social dignity.

This is our first experience in the preparation and publication of documents. we are looking for the constructive comments of all individuals for improvement.

PREFACE OF HIS ROYAL MAJESTY KING NORODOM SIHANOUK OF CAMBODIA

Ladies and gentlemen, Members of the Engineering Institution of Cambodia (EIC). With my sincere regards and profound confidence, I have great gratitude for consecutive reports from the committee executive on the operational process of the Engineering Institute of Cambodia (EIC). I am convienced that you are nationalist engineers for assisting in the development and rehabilitation of cambodia for the prosperity for all camodians of all generation for the sake of merit to succeed the heric acts and dignity of our ancestors.

Ladies and gentlemen, the achievements of the Engineers that have been accomplished for these two years, show the leading force that the Engineering Institution of Cambodia shares in our society.

I would like to express my great congratulations and I would also like to warmly advocate your engineering Institution of Cambodia, Ladies and Gentlemen in its efforts to contribute to the benefites of the country and cambodian people.

I would like to sincerly wish to all my young engineers of all generations great success for their hard work for the country and the Cambodian pople, and also five Buddhist wishes.

IMPRESSION OF THE PRIME MINISTER

The formation of the Engineering Institution of Cambodia (EIC) was at the very good time. As you all, ladies and gentlmen, understood total peace is now really enjoyed throughout this country, which is the success of Cambodian people who have achieved it for the first time for its history in the past three decades. This is the best ever opportunity to develop and reduce poverty that I am considering it is the best occasion to do so for us all. all learders and people in the meantime, for that reason, have enough opportunity to work together very closely in order to strengthen labor, intelligence and feelings for the rehabilitation and reconstruction of the country that was seriously destroyed in previous time in most fields. The triangle strategies and the 4 type of the Reforms of the Royal Government are clearly to ensure that the good environment of the society, stability and development exist in all fields.

I have realized that the primary fields such as the Culture, Transport and Telecommunication, Procurement of electricity, Human Resource Training, Encouragement of laboring base industry and Exporting industry, including the tourism area, are fields where the engineers have a key role.

With their knowledge and skills, the Engineers are the creators to accomplish real facts, visions and imaginations by linking the main work achievements now are not only the response, enviroment and figures of the country for the next generations. The architectural works and achievements and a lot of Engineering were maintained by Cambodia presucessors in the past, that still show the high pride nowadays. These are the true evidences to advocate all these above conclusions. So, Ladies and gentlement, can make correct assessments about the principal roles of the Engineering profession of the Cambodian society for the present time and the future.

However, I am strongly concinced that the formation of the Professional Association such as the Engineering Institution of Cambodia will be important part of expanding quality of training course, issuing knowledge, realization and new technology and improvement of the building capacity of colleagues during the implementation of tasks.

On behalf of the Primary Honorary President of the EIC, I would like to express thanks to Ladies and Gentlemen for giving me opportunity to have essential impressions of the new National Organization.
